Phenomenon of a Village through my eyes

The subject title of this post might sound exciting and intriguing. But I can not guarantee the excitement:). It is a story of my experience, probably boring.

One day I got up in the morning by my mom's call as usual. I splashed some water on my face to get rid of the sleepiness. I looked at the sun, green trees. Everything seemed familiar. I do this everyday. Strangely I had forgotten all my past days. I could not remember anything I had done before that. It was like as if I was reborn on that day. I knew everyone, all my friends, my mom, my uncles, aunties and my grandfather (most precious person of my life at that time). But I failed to recollect any specific activity before that day. But it did not stop me from loving the lush greenery, the ever flowing river near our house, the other shore of the river, the white sand where I make castles, the pebbles, the brown soil, the fields with vegetable plantations and the cattle. You wonder sometimes, "Am I in heaven?". People seem so happy in the morning. Off-course it was the imagination of an innocent child who wished to be loved and love everyone. He did not know of any malignant feeling. He had dreams of seeing everyone happy and together. The best part of my day was when my grandfather used to take me to river for helping me learn swimming. I used to wrap myself in my grandfather's towel, my mom's saree. The fragrance of love and affection comes from everything they touch. I sometimes find it difficult to comprehend the psychology of a child, or was it just me? Nevertheless all the emotion and love does not stop the process of evolution. How much ever you think good of the world, how much ever you love a certain point of your life, you will grow out of that.. You will become wiser, more knowledgeable, practical. Basically you will achieve all those good attributes in life which is needed to sustain in this ruthless, competitive world. Ironically all these good things destroy better things in life :). You know what, I always wonder if the sanskrit saying "Vidya dadati vinayam" is true. If knowledge gives humility, then what is this knowledge we acquire that makes us arrogant and look down upon people? Probably what we think as knowledge is not knowledge. At best they can be described as skills to manipulate.  As usual I have strayed into some other zone in my writing.  someone needs to help me improve my incoherent skill of expression :)

Well coming back to the real zone, if you look at my beautiful village there was no electricity, no water supply, no irrigation, no flood control, no good schools, no good healthcare facility and no efficient transportation facility. Amid all these, it was still beautiful in my eyes. I will  touch upon some particular issues that concerns me immensely as a citizen. First point is what is the source of  livelihood for all these villagers? It was agriculture. But it is not like punjab where farmers own huge amount of land with all the modern technology. People plough the lands with oxen. Whatever they got out of it it was probably not sufficient for them. In 1990s farmers started growing cash based crops like peanuts, mustard and different dals. Because just growing rice grain did not give enough cash in their hands. But the real problem was the unpredictable nature. Nature's wrath sometimes appear in form of flood, sometimes in famine or cyclone. By the way Odisha has always been affected with such natural calamities and that had always hammered any upliftment in economy time and again. Despite having vast expanse of arable and fertile land, it could not take advantage of green revolution. The density of population is high in coastal areas of the state. When I look at any village, I could not think of any agricultural entrepreneurship to ever take place. Same was applicable to my village. The land sizes are small. Even if you want to use a tractor, you cannot. Tractors can not be used in small lands. This is a small description of the plight of agriculture. But if you see, other basic needs like education, sanitation were also far fetched dreams. There was not enough schools. Children had to walk a long distance to go to high school. The teachers never come to school. School buildings are debilitated without desks, chairs and restrooms. The situation now has worsened. I can see some qualified people from my village in old times. At least my father came out as a graduate in 70s. He studied on his own and was a brilliant student. In that way I was lucky to have been guided by erudite parents. Right now the standard of education has hit a bottom. Young people migrate to outside states for manual labor. There is no skill development training available in village areas and also there is no opportunity. I agree, the financial state has improved. But life needs to have balance. There is a qualitative aspect to it where we need to have right mix socioeconomic ingredients. There is electricity now. There are cable tvs. Roads are improved, people have pucca houses. But the environment is not same now. There is animosity among people. The nearby liquor shop that was not there before is great contributor in creating many of these tensions. As usual there will always be problems.

But how do we solve these problems? We need to find the root cause. I strongly believe in empowering people rather than delivering development. People need to be aware of their rights. They need to have the requisite skill and education so they can reap the benefits of modern economy. There are two basic things I would pick that alone can transform the whole system in my belief. Education and Infrastructure development are two most important factors. Reform the education sector, build more schools. Education system needs to draw brightest talents as teachers. Right now go to any school and ask the students what they want to become in life. No one wants to become a teacher.It was not like that may be 10-20 years before. People who do not achieve anything in life become teachers. The motivation level of teachers is very low. Their minds are corruptible. What kind of education they will provide? Education is not only about studying books of different subjects. Character building  is the most basic part of education. Today's children are tomorrow's citizen. With such abysmal level of education the nation building process has become deeply flawed. Teachers are not the only problem. There is right to education act now. Govt has launched "Sarv Sikhsya Abhiyaan" plan, the ambitious project wants to educate every child. But see what it does. The teachers get meagre amount as compensation. They can never run their family with that money. So inevitably they start tuition business and whole focus shifts from school. To create an environment of balanced education, we need good teachers, good schools and students with full stomach, books and clothes. Sadly Govt is focused on quantity and not quality.

Infrastructure is the other major problem. When we have flood and drought as alternate problem, the commonsense says we need to build dams. Reserve excess water and distribute when there is shortage. This is no rocket science. In Odisha the coastal area highly prone to floods because of many number of rivers. There was a committee which had recommended to build three dams to contain floods. We have the biggest dam in Hirakud  on Mahanadi river built in 1957. That had reduced the intensity of floods. Our village is affected by floods from river Brahmani. So it was decided to build a dam on brahmani river and another on Bhimkund river. Construction of Rengali dam on Brahmani river was started in 1975. It was finished in 1987.  It took 12 years quite unlike china :). The construction of other dam on Bhimkund river never ever started. now there are protests. So the flood control is never full proof. Politicians indulge in relief politics; giving food, blankets and loan waiver to affected people. People become happy and vote them back. They never understand what they deserve because of low level of awareness. We need river interlinking, bridges, dams and irrigation projects, roads. Who will explain people and who will demand? The questions remains unanswered till now.

Unless we focus on development of villages in holistic manner, the migrant politics in Mumbai will continue. People deprived of opportunities will always flock to the big cities seeking jobs and a better life. In reality they are disillusioned there also. We will always have traffic problem in Bangalore, Mumbai, Delhi and Chennai. How much ever planning we do it will remain ineffective. This is high time we shift our focus to 70% people living in villages, the real India. We have to develop second tier and third tier cities and make them hub of opportunities. India needs more cities. Basically villages need to be turned to small cities gradually.  If it happens, I will definitely miss that old village.But logic and rationale always takes precedence. People can not just live on green trees. If we middle-class in cities can aspire to lead such luxurious life having all the comfort, why can't a normal villager? This country belongs to everyone. India's Food Security Bill: Some thoughts

Recently Cabinet cleared the food security bill to be introduced in parliament. It has evoked mixed reactions from economists, activists and politicians. After going through the main points and objectives of the bill, many questions have cropped up in my mind. It would be a sadist who does not agree to the principle of eradicating hunger and malnutrition from our 1.2 billion populous nation, where poverty figures vary by huge margins based on different reports of different committees. There can not be anything more egregious and shameful than the fact that we as a nation have not been able to provide for basic needs like food, nutrition, housing and healthcare to all of our people after 60 years of independence. In the present scenario India still has one of the highest infant mortality rate, undernourished and malnourished children and mothers. Children are dying of hunger and diseases that can easily be cured. Still more than 60% of child birth does not take place in hospitals. Problems are aplenty. Personally I have seen people in hunger. When I was small, I used to see emaciated farmers working in their field. With the back breaking labor they hope to  grow some rice and wheat that will meet their needs for whole year. Unfortunately some year it would be flood and next year it would be drought. It is all so unpredictable without any irrigation facility or flood control projects. The tale of sorrow of poor farmers is indescribable. When the stomach is burning with hunger, when you have to think of next meal as you are eating one, think about the life they lead. They do not have any goal in their life except feeding the ever hungry stomach.

After 20 years of economic reforms we are aiming for 8-9% of GDP growth. We achieved the magic growth number for some years. We sold the lucrative India rising story to foreign investors. FDI poured in, industrialization was rapid, service sector boom was so much that it changed the structure of our economy. Primarily an agrarian economy was converted to service based economy. But all these came with a cost. The rising income disparity between upper and lower layer of society has become a crisis now. Higher purchasing power of some sections of society has added to the spiraling  inflation. The middle class thrived and galloped in economic liberalization era, the poor, the tribal people who did not have skill set to take the opportunity crawled. Certainly something has gone wrong somewhere. I think we have digressed from our topic of food security. Let me get back to the core topic.

The food security bill has given rise to some pertinent questions. Experts are making this a debate of growth vs development or entitlement vs empowerment. Some people are saying it is not an either or situation. Let me outline views of the different side.

The  food security bill is an ambitious, well-intended and laudable initiative. It aims to distribute subsidized food to needy households (determined by below poverty line census 2011). The entitlement of food will be a  legal right for those section of society. Targeted public distribution system (TDPS) will be used to achieve the food security. TDPS divides the the households in three categories namely Priority, General and excluded. The priority category will get rice, wheat and coarse grains at Rs 3,2 and 1 respectively with 7 kg of grain per person per month. The general category will get 3 kg of grain per person per month at a price not exceeding half the minimum support price being paid to farmers. Excluded category are naturally excluded from the scheme. It seeks to cover 75% of rural population (with at least 46%  belonging to priority households) and 50% of urban population (with at least 28% belonging to priority households). It also has provision to give maternity benefits of Rs 6000 to 2.25 crore pregnant and lactating women. It all boils down to providing highly subsidized grain to 67% of gigantic population of 1.2 billion which adds 900000 crore to the subsidy bill per year to the already burdened government. There is no doubting of the fact that food needs of the marginalized section should take first priority. But questions being asked is that is it the best approach? Socioeconomists like Amartya sen and Jean Derze argue entitlement gives the sense of empowerment. India is already procuring enough food grains to distribute to the poor. Various state govts are already running different schemes in which they provide grains via PDS at cheap rates. Last year the procurement was 55 million tonnes. And the procurement numbers are increasing year after year. Food grains are rotting in storage centers. The estimated figure for food grain needed for the first year of food security is 67 million tonnes which some experts say is easily achievable. This food security bill is step in right direction and will spur next generation of agri-reforms. We can not just harp on our GDP growth numbers .  We need to see that the wealth is rightly redistributed among the underprivileged and not so well to do families. This will create a more equitable and inclusive society.

The contrarian point of views are many. Central govt already has high subsidy bills. It gives subsidy on LPG, Diesel, fertilizer. There is high expenditure on mega schemes like MNREGA (National Rural employment gurantee scheme). Can the govt afford another mega subsidy on food security? The state needs to reassess its financial strength. India already borrows too much to budget the expenditures. This years fiscal deficit target was 4.6%. It is already running under 5%. Inflation is high. Rupee is depreciating. Investor confidence is lowering. The industrial output numbers are shocking. If Europe crisis is not solved, it would haunt Indian economy more than the last US recession. It is all good to bash the corporate sector and malign high GDP numbers. Ultimately who will finance these subsidies? Is it sustainable?  Another economic crisis is lurking on our door. We can not go back to a 1991 balance of payment problem now. The state needs to be prudent in its approach, reduce fiscal deficit, cut down subsidies provided to middle class, reduce the debt burden. Then we can aspire to be profligate in giving subsidies.Some economist stated that  our interest payment in debts is ten times the health expenditure of the country. With such high expenditure it is near impossible to run these schemes. It will take us back to brink of disaster. Rather economists suggest that Govt needs to look at conditional cash transfer as an viable alternative. Govt should not muddle in food grain procurement to distribution in such a huge scheme. The Food corporation of India is monumentally inefficient. The logistics cost adds up to the cost of food grains by more than 50%. We should not embed rights after right where we can not deliver. Conclusion, it is a tough job.

My View -

I am a socialist capitalist. We need food security. I am not for making it a legal right. Let us implement this in a time bound manner and study the results. We need to go down the path of growth. Governance reforms are a dire necessity now. That alone will fix the broken link. Decentralization of power, more local management bodies, building cold storage chains, investing in infrastructures will take the country forward. We can not have a socialist scheme of things where govt pays everything. People need to be empowered by right education, right skills and by building human capacities. This has to be aided by promoting entrepreneurship, environmentally sustainable industrialization. If govt feeds poor farmers eternally, who will produce grains? Where is the incentive to produce? We need another green revolution for our long term growth. Food security is very noble initiative, but I do not believe in its long term impact. And for god sake abolish middle class subsidies. Who buys a car can definitely pay for petrol price. Otherwise go ride a bicycle  or use public transportation.

Till now I am an optimist who believes in India rising story. Any country that transitions from a developing to developed nation, goes through lot of turmoil. It will be alright :)

Recreating the mango tree

Everyday I get up in the morning and run to a bucket of water to wash my face. My mother keeps that bucket outside the door of the house. Sunlight falls straight on my face piercing through the Mango tree. Lets name the tree as friend-e-foe. I just love friend-e-foe. Could there be any better experience than looking at f-e-f (shorter form of friend-e-foe) with those innocent and soft sun rays in the morning? I wish if there was any! Nah, I do not wish probably. Mind is blank. You need to fill the mind to wish something. Anyway, I look for my mom after washing my face. I need brush and paste to clean my teeth. I cannot reach to the Colgate paste stuck in the roof (made of palm leaves). Mom gives me the brush and paste. Man, you got to finish brushing teeth fast. There awaits breakfast made by Mom. You know what, I am a lazy guy. I take lot of time to finish brushing. I just sit on the stone and look at f-e-f and keep brushing my teeth.

There was some sort of attraction in f-e-f. I was hooked to it. Leaves of different colors , yellow flowers, different size mangoes. It was great. I loved playing under it. I used to climb those branches. f-e-f was a true friend under the sun. You can not ask for more even though you would want it to speak. Well It could not speak but could sing. It had lot of emotions. Honestly I had felt it. I used to play with it whole day.

When Sun sets I can not see f-e-f . It is scary. I am afraid of darkness. My grandfather tells me all sorts of horror stories. He also teaches Kaliyug's Mahamantra "Hare ram hare krishna". If you recite the mantra, no ghost will dare come near you. But still thought of darkness and ghosts scares the shit out of me. I don't know why jeje (Odia of grandfather) tells me all these stories. I only urge him to tell ghost stories even though I don't want to hear. Well actually I want to hear. Someday later in my life, I will realize that I am a contradicting guy. I don't like f-e-f in darkness. I cant see it. I think ghosts stay there. I am pissed off.   I wonder why the world had to be like this. Cant we have sun always? I would be so much better.In that case I will turn out to be a more confident and clear person knowing what to do in my life.God, this is hell. Someone  doesn't like my happiness. f-e-f is either helpless or it has gone the evil side. f-e-f is a great actor. It entices and betrays. Am I wrong here? Did someone blackmail f-e-f to do this to me? No, I am an innocent child. I have not anything wrong. I have not hurt anyone. Nah, I have killed some ants just today. I actually liked killing them. I love to kill them repeatedly. One of the ants bit me. I would have killed those ants anyway, even if one of them had not bitten me. It was in their destiny to die. f-.e-f is really ferocious in a full moon night. Though there is light, I suspect there are some female ghosts, may be head less, may be body less and really powerful ones have captured f-e-f. May be f-e-f is enjoying that.

In retrospect, it is in everyone's nature to be multi-faced. Just some sides are hidden. Well, one morning I got up and ran to the bucket of water. I was little grown up and I never enjoyed looking at f-e-f anymore. It still looks great nonetheless. My jeje's brother (one more jeje) had hung himself from f-e-f. I had not seen that dreadful morning.It seemed f-e-f did not have any complaints.  Did you forget, f-e-f can not speak? Even if it wanted wake someone up, it could not have. But it could have sung easily with right emotions and right notes :). Songs convey great meaning. Come on, who understands music?  Hopeless idealist people feel music and songs. Most of them are confused. They have all experienced some forms of f-e-fisms.

Starting Again

While I write this post, there is a sense of  deja vu. Well, I had created this blog some 3-4  years before. Had written many things. One fine day I deleted all posts. So its a comeback, not that grand that I would have wanted though:). So what do I post? How about few lines filled with political sarcasm? I know, I sounded like a veteran poet in the last line :P Well its in crappy hinglish and just for fun.  Do not want to give all serious fundas from the beginning. Remember its a comeback. I have lost the charm of seriousness now. Hopefully I will regain that in time :p
